Decatur is one of a very few cities in Alabama that still has a police jurisdiction or “PJ”.


The PJ is a 3 mile boundary that extends past the city limits.


Residents in the PJ are subject to any ordinance passed by the Decatur city council. Residents must also abide by Decatur’s building and zoning codes and pay taxes to Decatur when building or operating a business on their County property.


However, they cannot vote in Decatur city elections and have no voice in the taxes levied against them.  They do not receive comprehensive public services for their taxes and the City makes no effort to equally distribute services per capita taxed.


Businesses inside the PJ must now pay a 2% tax to Decatur. This tax will produce $2.3 million per year for Decatur rather than in the county where the money is taken.
